I don't have a source, but I'm sure it depends on the type facility. I have worked at large Level III hospitals and we had a high number of low apgars. The babies were often sick before they were even sent to us.
I now work at a small rural Level I facility and we rarely have low apgars. If we suspect there will be a problem , we try to ship them out before delivery so the baby can be greeted with the highest quality care available. A uterus is a much better transport device than the most modern electronic transporters, all other factors being equal.
