    You'll need to contact the BoN directly but it looks like the answer is no (with the exception noted below):
    Maryland Board of Nursing - General Information About the Board

    In poking around their site it looks Maryland does will NOT issue a RN license to Excelsior LPN to RN grads by examination or endorsement from another state unless they were enrolled before 7/2006 and graduated before 12/31/2007.

    The topic has been visited very recently and the BoN didn't change their rules, so I'm not inclined to think there will be a policy change in the near future:
