There are whistleblower protection laws on the books already. However, it doesn't stop rogue prosecutors from skirting the boundaries, especially when their is cooperation from law enforcement and supposed "respected" or "powerful" members of society.

However, unless you're specifically talking about interactions with Federal agencies, the laws vary widely state-by-state. There is no universal "whistleblower" law that provides universal protection in all cases.
