I'm afraid I cannot put much credence in this explanation, as the various governments of Africa have had little need to get anyone's "permission" to take over lands, expel people, drill for oil or wage genocide. Africa has had a long (and well documented) bloody history.
Getting permission from a tribal chieftain, prince or king with no army and very little measurable power to speak of, would be very low on the priority list of the current government. We are not speaking of a Western monarchy here. Ugandan President Yoweri Museveni made it absolutely clear that "that kings restrict themselves to cultural duties and keep out of politics." Former Nurses Aid (and now tribal king) Charles Wesley Mumbere has no say in whether or not the Ugandan government wishes to drill on Rwenzururu land, or not.
Sorry to be so blunt, but these ARE the realities of the situation in Africa. If there is, in fact, oil on these lands as you say, the government will access it...without bothering to "ask" anyone for permission to do so.
That said, I am happy to have read this story, but saddened that the Mumbere family is now seperated by thousands of miles.
