If you are a foreign nurse coming to the US to practice, you should have to pass the NCLEX. If you're a foreign nurse going to the UK to practice, you should have to pass whatever licensing test the UK has. And so on for each country. If countries want to have a "compact" agreement like the compact states, that's their decision.
That way each test is customized to the standards, needs and customs of that country and its population.
