In Quebec, the shortage of nurses is chronic

  1. Today, there are about 63,500 nurses working in Quebec, roughly double the number in the early 1970s.

    This increase occurred as new hospitals were built and the health-care network started providing far more medical services to a burgeoning population.

    But in 1997, a voluntary buyout let about 4,000 nurses - far more than Quebec anticipated - jump at the chance of early retirement...
