babyRN, the problem is that Certified Professional Midwives are not allowed to legally practice in all 50 states. They do not have to be nurses, but they are trained, certified, have to have continuing ed, and have their own licensing/certifying body (NARM).
Because of this, they are forced to go underground and fly 'under the radar.' Just because they are under the radar does not mean they are incompetent; it just means that in the event of a hospital transfer they have to choose between taking responsibility for the woman and risking their livelihood/facing jail time or just 'dumping' her at the hospital door, which goes against everything midwives stand for.
I personally think CPMs should be federally regulated and legal in all 50. In my state they practice illegally. A friend of mine had two of her babies at home with one and would do it again if she could.
