new grads charging med tely

I am a BSN senior nursing student taking my last clinicals at a medical telemetry unit. Most of the RN on the unit are 2 years my senior. many of them charge (they rotate daily)One RN started 4 months ago and he is already charging. Is this normal. What are the implications for this. Do most hospitals have staff RN's rotate charge nursing duty.
