    There are already lots of threads for the explanation you want and esp. in this particular thread. But to sum it up for you is that when you already took it and got licensed (from the June 2006 batch) then you have to re-take the exam again. The decision has already been decided for you by CGFNS/ICHP w/ that respect.

    If you haven't taken it, you can apply w/o a license as you have no license to declare. As far as your case is concern there is really nothing much that you can do than re-taking it if you want to have the visa screen certification issued to you. Whether it be just test 3 and 5 or the whole exam is your choice.

    If you want a legitimate employer in the US, you are going to need to take the entire exam. Hospitals want the entire exam rewritten, and we have been saying that since last summer.

    CGFNS to issue the VSC is only requiring the Part 3 and Part 5. But that will not get a job.

    And as Lawrence stated, there is much on this topic. Just do some reading.
