home health clinicals

I continue to have a problem getting my senior nursing students (even degree completion LPNs) into home health agencies. The students are only allowed to visit with a staff nurse. This, I am told, is because of Medicare regulations having to do with non reimbursement for student visits. Is there something we can do about this. Our visits at the health department are only to maternal/child clients. The students have no hands on experience with med/surg clients. We have used a Senior Services program for "friendly visits" and a yearly certification exam, but this involves only one visit.
