Where is my ATT: Frusteration with DC Department of Nursing

I'm a brand new grad with a job lined up at a hospital in DC. I mailed my application in to DC as soon as I had my final transcripts from school. I did 2 day mailing to guarantee that it got there. It has been 3 weeks since, I have called several times, and no one can verify that my application has even been received. The people I have spoken with on the phone have been very rude. Each time I call, I say that I am concerned that the check I wrote has never cleared, and am worried about my check/personal info being lost in the mail. Apparently, no one can even just look to see if they received my envelope. I just send an email asking why that is. I am really stressed out and frustrated. One man I spoke with on the phone said they are WEEKS behind in processing applications...and then it can take up to 7 days to get my ATT once it has been processed. I need to get my ATT and take the NCLEX within the next month. If I dont take it by the end of Feb, I lose the job. I'm so stressed about this!

Any advice? What should I do?
