Private Long Term Care Residence

Hi there, I live in upstate NY, and I would like to open a private long term care facility. I envision a small facility, 20 patients with very high end services and facilities but the residences would have the very best care and live with dignity. Does anyone know where to start with this endeavor, I dont anticipate any problems with private funding.
