Nursing in a different state

I am about to graduate from a nursing program in North Carolina. I want to get a job in Washington DC so i need to obtain a DC license. My plan is to apply and accept a job in DC before doing anything else. Should I then register to take the NCLEX in NC, take it, and then move and get my DC license, or move to DC, take NCLEX in DC and be done with it?
