It never hurts to send your resume, even though they are not hiring at this time. You never know anyone of these places could be in the process of finalizing paperwork to hire someone else. Like you said it is often who you know that gets you a job, but if I was you I would attach a cover letter stating that you are interested in working for their company and state a reason why such as I have been impressed with the treatment that my family and I have recieved by the staff and I would like the chance to work for such an organization (if you have ever been seen in this particular facility) or you could say I am interested in working for you company and I would welcome the chance to meet with you when a position becomes available. My favorite saying is "Nothing Ventured Nothing Gained"
