Doctors see loopholes in limits on workweek

  1. Some medical residents say new guidelines limiting their work weeks to 80 hours have so many loopholes that they may not make much difference. One guideline, for example, allows the number of hours to be averaged over a month, meaning some residents could still work 90-plus hours a week.
