Is the bon able to see if a person applying to take the nclex has been to drug rehab? Is there any way the can see medical records?

Also I graduated nursing school 16 months ago, can I still take the nclex?

You can take the NCLEX as long as your school submits the paperwork indicating that you graduated from their program. (TX might have a four year recency requirement). As for the Board seeing your medical records, you do not submit a copy with your application, however, you do answer the questions posed on the application.

No, that is all confidential. The only way they would catch on to that is if there was some form of legal action in which case you were EODd or something. Then they would start to ask questions

You application to take your NCLEX and initial licensure may ask a question about weather you have been in treatment. You'll have to decide how you are going to answer that question. If you had a problem went to rehab and are sober today congratulations. If no law enforcement was involved such as a DUI or other substance related arrest that caused you to go to treatment you may have to disclose this as it will show up on a back ground check and then there will be questions. It's really a matter of your personal history but for the most part your treatment history is HIPAA protected except in rare situations where HIPAA does not apply.
