Work Rights for de facto via Business Visa

Any one here who knows the work rights of the de facto under business visa? I intend to go to Australia and come there with my partner, as we are together in Singapore. I will have my bridging course and he will do part time work if the de facto business visa comes with work rights. Any idea how much we need to have in hand on top of the course fees? Thanks!
