You don't apply for NCLEX but a nursing license by examination as an IEN. Which state do you wish to live and work? Do you have work rights? Do you have a valid social security number? Do you have proof of English proficiency? It doesn't matter if you wish to work in MI but apply to VT because it's "easier" as you will just pay money for a license you don't want and then pay the endorsement and assessment fees for the state you wanted to go to in the first place.

I am a Philippine RN. I just need to take the NCLEX regardless what state. I don't have any SSN. That's why I just need a state where there are minimal requirements to be eligible there.

Taking the NCLEX is not a guarantee of a license. It's just a step in the process.

Many states require demonstration of English proficiency by a score of 6 or 7 in IELTS. Nearly all states require a 3rd party credentials assessment (usually by CGFNS. CA BRN does their assessment in house).

Don't bother with MD, VT, CA, AZ, NJ and a few others as your application will be denied if submitted without a valid SSN.

IN requires a license from your country of education so you are good there.

I toollk the IELTS and got a 7.5. I understand what NCLEX is but I still need to get it. CGFNS is something that I need to look further as well. Thanks!
