Can I take NCLEX in Nevada?

hi, i just need some advice from you guys,

i'm a BSN graduate in the Philippines last April 2014,

and i took my NLE twice and failed.

Now im a green card holder here in USA, i want to pursue my dream to become Registered Nurse, can i take NCLEX here in NEVADA even if i dont have local license?

pls i need help..
