Can I become an LVN in CA with my BSN degree from the Philippines?

Hi. I'm a US citizen, obtained my Bachelor's degree in Nursing in the Philippines and also a Registered Nurse there. I applied for the NCLEX-RN exam here in california but got denied due to some "concurrency" issues about my theory and RLE from my school which they said that I did not meet all the requirements here in California, now they want me to enroll in a nursing school here to complete my deficiencies. I just wanted to know if I am qualified to take the LVN?apply for the examination directly without enrolling in any LVN programs? is that possible? have anyone tried doing this before?
