Endorsement question

I just applied online and paid my fees for endorsement of my current license to a NC one. However, when printing out the form at the end there are 2 pages that I don't quite understand.

The first is a "Request for temporary license in NC" which says I have to photocopy my current license and mail/fax it with the form. I thought that the initial application included my request for a temporary license?

The second is a form about Nursys that states if I live in one of the states on that form (which I do but it's not a compact state) I must verify my license through Nursys. That's another $30 on top of the $150. Is this a necessary step?
