developmental care team/family centered care

I am wondering how other units run their developmental care and or family centered care? Do you have commitees? How big are they? Are they open for others to participate? Or are there a limited number of participents?
Our unit has limited a family centered care commitee to 3 people. Our first project is a binder. The limited our clinical practice to 8 people. We have a 56 bed unit that has recently been running with about fourty because we can't staff for much more. This just seems too small of a commitie and people are being turned away. It doesn't make sense. But I guess like everything eles its all about the money........
