want to test in nm bon. pls help me

    hello , i am from texas. i gave nclex rn last june. but then i failed!! now, i would like to choose new mexico board of nursing for nclex, as texas wants 2 yrs work experience for a foreign nurse. otherwise one has to do a refresher course and i dont want to do it .
    that is why i wanted to chose newmexico bon.i think it requires only 1 yrs experience
    pls let me know if new mexico bon requires any work experience?
    also , i m so confused by the following statement. what does this mean?

    Do not submit your application if you list a compact state as your primary residence. You must apply to take the examination in your primary state of residence if it is a compact state. The compact states are: Arizona, Arkansas, Colorado, Delaware, Idaho, Iowa, Kentucky, Maine, Maryland, Mississippi, Nebraska, New Hampshire, North Carolina, North Dakota, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia and Wisconsin Applications will be returned unprocessed if your state of residence is one of these states

    again, i am testing very soon. does the above statement mean that i cannot apply to mn bon because i reside in texas or wht does it mean? can i apply to new mexico bon, pls give me some clarifacation. can i give the exam from texas?
    i already read about international nurse from bon site... but did not find right informaion for me...

    NM has a compact, which means reciprocity between, with all these states. If you have a license in any of these states, you can practice in any of them. So, if you need to get your license in your home state, Texas, rather than asking the NM BON to give you a license. Basically it means they won't make it easier for you to get a license here than it would be at home.
