Client/provider ratios

I've been searching our State Statutes, and I can't find regulations on how many patients we should be expected to handle. Last week I temped at a long-term-care facility that expected me to handle med administration for 45 clients. I'm a brand new LPN, and this seemed rather excessive to me. Is this kind of patient load normal?
