LPN Licensure/Fingerprint time limit(s)

Months ago, I asked many people if there was a time limit as to when to test. On the application last year there was no indication. So March I paid Pearson Vue to schedule to take the test (this is 7 months after I apply for licensure)...no problem, they accepted my money. Now, I go to schedule my fingerprints.... lo and behold, NOW there is a new form. They will not accept the form they gave 7 months ago. I waited to schedule fingerprints because on their form was a time limitation CLEARLY indicated.
I now need to go back to the Board of Nursing to find out what to do next. Does anyone have any idea? Someone...someplace should have at a minimum warned the graduates of this NEW CHANGE. I hope I dont have to reapply (i.e. pay another couple of hundred dollars).
I almost have it settled in my mind to mechanically do what needs to be done just so I can take the test. That way Im not so annoyed and bothered by this. But for now ggrrrrrr..........!$*#
