I heard Nevada passed legislation allowing unlicensed personnel to administer medication? Does anyone know anything about this?

Yes...
for 10 years, before I became a nurse, I worked as a pharmacy technician. One of the places I worked at was for a pharmacy who provided meds for long-term care facilites and assisted living facilites. They had , what they called, Medication Techs, who passed out meds for the residents. The meds came packaged in bubble cards, where you punch out the meds for each day from a plastic bubble.
