Why do I have to wait so long to take nclex ?

Pinning is next week and we are not allowed to send off the application for our boards until TWO WHOLE weeks after pinning... I don't understand why we have to wait so long. I know some people that have took and passed their nclex before their pinning ceremony. Have anyone else had to wait like this. I can see waiting until after the final and nclex exam but after the pinning too ?? Oh well, I'll just have to wait it out.
