Triade discharge

There is a question about who is discharged first to make a free bed for incoming patients in disaster.

The question stated, that the patient with 5-day old pneumonia and history of ventilator dependency is discharged because he's chronic (non-chronic patients, like the one with cellulitis are kept in hospital). I would think ongoing pneumonia is a more serious threat than cellulitis...

Other than chronic patients, who else gets discharged in these situations?
