Is there a certain number of sections you must be above passing?

I failed last week. My packet was broken down into 8 sections, and listed either below passing, near passing, or above passing. I was near passing on all of them, and had 265 questions. My friend also failed at 265, and was above passing on one section, near on the rest.

Should you be above passing on X amount of sections to pass? It is so confusing trying to figure this test out.
