How to register by mail?

how do i register by mail for my nclex? I'm from the philippines... I know there's instructions in the pearsonvue site but i'm kinda confused. I'm planning to take my nclex first week of november. i already have my white post card with me. What do i send to pearson vue for my registration? since the white postcard needed the candidate id number which i don't have and which will be given to me after i register. after i recieve the id number, that's the time i will send the white postcard to my state BON... what do i send to pearson vue for registration by mail? please help me. i'm stumped!
