Graduated May 3, 2013 and still NO ATT from Ohio

I have a huge problem! I graduated on May 3, 2013 (last class was on April 18th) and my college screwed up all of the transcript verification letters for the entire class when sending them to the OBN--NOT just one time but two times! So now here it is June 19th and none of us (in Ohio) have our ATT's. Every time one of us is finally able to get a hold of a live person at the OBN they give a different story--but usually they say it will be another 1-2 weeks---We have been hearing this same line for a month now. So now I am wondering if I can pull my application and just apply in a different state and then after I pass my NCLEX I can just transfer my license back to Ohio.

But I have a few questions before I do this. Can I yank my application from OBN? If I do re-apply in a different state, once I pass can I work in the state of Ohio until the transfer of license from a different state goes through?

Please -- Help me!! I am desperate! The unit manager that was going to hire me told me that she cannot wait anymore and she is going to have to start interviewing other RN's for the same position, and the contingent position that I had lined up is getting very perturbed too! I have no idea what to do! Any suggestions??
