Delegation Confusion

Anyone who knows a good delegation book besides Lacharity's Delegation? I am helping my friend in his studies. And also he asked me a questions I dunno the answer. Here it is:

When it comes to traction care or traction pin care can an RN delegate it to an LVN or UAP?

is traction care no longer in the jurisdiction of an RN rather in the hands of the Physical therapist?

please enlighten us.
