Is the 3rd edition(saunders comp. review-pn) okay to use for suzanne's plan. I notice it said updated version for new format is there a 4th. edition? If it is should I go out and purchase it or will the 3rd eition be okay.

I beleive she said 3rd or 4th edition is acceptable for her Plan. Here's the link to her plan, all the information is there.

The last edition to be put out for the PN exam is the third edition.
The RN exam uses the 4th edition now.

Because you have upgraded your membership you should have access to pm's straight away so as long as you have completed first tip you can then send pm to Suzanne as set out in the sticky
