new taxes on physicians?

Does anyone know about a new tax proposal from Gov. Granholm in which physicians are taxed? Is she actually proposing a tax on office visits? I don't get it, as if the uninsured aren't having a hard enough time now, do they really want to increase costs for seeing a doctor? At the same time, they're proposing cuts in Medicaid payments. It all sounds so ridiculous, I'm having difficulty believing that it's true.
