I don't the MI Board wants either. You have to be CGFNS certified-they need the language exam-I think TOEFL is the best way to go. If you are not CGFNS certified, you had to have worked in another state without CGFNS certification for 5 years before you can enforce your license in MI.
There are many states that don't require CGFNS certifacation, only the Credential Review Service.
I would look into this a little more online, you can find all the info on the Board of Nursing websites and the CGFNS website.

Thank you very much for the answer.. I am a NCLEX and CGFNS passer already but I am puzzled if my IELTS is just okey...because I heard some states require TOEFL instead of the IELTs which render IELTS useless...

Your welcome!
Read this pdf, from the MI Board's website, this is the RN application package. If you passed the NCLEX and the CGFNS that means you don't need anything else in MI. I've done this myself last year, and a few days after I passed the NCLEX, I received my license.

Michigan doesn't have a specific language requirement, just the CGFNS Certificate. And for that you have a choice of TOEFL, TOEIC, or the IELTS. The CGFNS Certificate requirement is actually only the basic English exam, not the full series.

Immigration for the US requires the full series.
