   Im not quite sure on what youre stating. But from my understanding Vermont and Pearson-Vue are connected with each other. After you have found to be eligible to sit for the Nclex exam, you have to register to Pearson-vue for the ATT, like what I did....

    Hi, If you dont have a local board license, write a letter to them stating that you intend to practice nursing in the U.S. Then attach your letter to the vermont application.
