   In my experience I've seen/done both. It depends on the agency, they usually don't give you a choice, but again, it depends on the agency.

    They are making you pay for your OWN background check???? Thats usually up to the school/employer to conduct, not you. I've had background checks for employment many times, I've never had to pay for it myself.
