Transferring files in other state

Hi! I have a similar problems with the most of here who applied for a license in California, I've also read a lot of topics about California will destroy your files within 3 years of not showing them a SSN#. My question is, if I transfer my files into ANY other state, is it possible that my files would retain without a worry of that state will destroy my files like what State of California did? And is it forever that they will keep my files or there is still a possibility that they will destroy it?
