Canada to the best of my knowledge isn't bothered where your POE is just that all the paperwork is done and you meet the requirements. I think the agency is pulling a line on you. We have a few nurses in the Philippines now going through the process and I haven't seen them post about having problems. For you as a nurse everything has to be done outside Canada including medical (when informed to book it) you then get a letter stating you meet requirements and can proceed with plan to move to Canada. Temp work permit is issued when you land and process doesn't take long as the embassy where you did your application will forward everything in the computer so everything is done for them. If you have family (children/spouse) they need to be completed in your application and if necessary they may need a student visa to go to school (that varies from province to province) and if your spouse wants to work they have to submit their own application with yours as well as be included on your application plus any fees.

They are feeding you a line, there is absolutely no such thing. Countries are interested in the Port of Entry so that they can have all of your necessary documentation there when you arrive at immigration; but nothing at all with port of departure.

Nurses have been arriving for years directly from the Philippines to Canada and there has never been any issue at all.

Scarier item for me is that if they are giving you false information now, what else are they going to be not telling the truth about as well as the fact that it is quite easy to do the paperwork on your own. And more importantly, if this wonderful agency is not on the approved list in Canada, it can actually make things go much slower for you, not faster. Everything is done by their government, there is no way that an agency can make anything go faster at all.

You should never have paid anything to them at all, I would tell you to get it refunded if possible. Costs for the evaluation for Canada are going to be the same, have no idea of what they are charging you. But they are bad news just for telling you that you have to go leave from there, just no such thing.

The Canadian government requires it for immigration purposes, you are not going to be exempt from the language requirements. And this goes for any country that has language requirements.

Requirements for licensure are different from requirements for immigration. You are going to need to get thru immigration if you wish to work in Canada.

1.) They require IELTS for IEN
2.) Credential Evaluation or grade on English subjects taken from College has no bearing, If you are an IEN you still need to take IELTS as far as I know.
3.)Yes, immigration is different from CARNA application. If you found a way to get there you can take Ielts in Canada. However, your CARNA status will still be pending and they will not process it unless all of the required documents are complete.
4.)YES
