They are feeding you a line, there is absolutely no such thing. Countries are interested in the Port of Entry so that they can have all of your necessary documentation there when you arrive at immigration; but nothing at all with port of departure.
Nurses have been arriving for years directly from the Philippines to Canada and there has never been any issue at all.
Scarier item for me is that if they are giving you false information now, what else are they going to be not telling the truth about as well as the fact that it is quite easy to do the paperwork on your own. And more importantly, if this wonderful agency is not on the approved list in Canada, it can actually make things go much slower for you, not faster. Everything is done by their government, there is no way that an agency can make anything go faster at all.
You should never have paid anything to them at all, I would tell you to get it refunded if possible. Costs for the evaluation for Canada are going to be the same, have no idea of what they are charging you. But they are bad news just for telling you that you have to go leave from there, just no such thing.
