I don't care what West Virginia requires, I only care about what California requires since I reside in the state. Also, it doesn't matter if you have a license to practice in another state. Each state has it's own requirements for licensure in their own state. What California requires, West Virginia might not recognize. What New Mexico requires, New York might not recognize. It all depends on each state. Califonria has guidelines that it follows which are totally different than West Virginia. California doesn't accept Excelsior grads unless they have at least 1-2 years experience. New York doesn't accept Indiana State University but California reconizes it.
If you are licensed as a Practical/Vocational Nurse in another U.S. State or Territory, you will be eligible for licensure in California without examination, pursuant to Section 2872.1 of the Business and Professions Code, provided that you present satisfactory proof of

You need a valid license in your country of origin. It states so A CURRENT AND VALID LICENSE. California wont automatically issue you a license by endorcement because you have a license from West Virginia or any other state that issued you a license. They will still require you to submit your educational credentials, and if there is no license in your country of origin how can you expect to be licensed in California?
