First, welcome to the United States. I have tremendous respect for anyone who comes to this country from another, particularly because we are so very different. It takes a lot of courage.

Now. I can tell from your writing that although your comprehension is very good, it might be difficult for others--patients, colleagues, physicians--to understand your written and spoken English. Errors are made even between native English speakers.

I would suggest that you get into one (or more) situations, classes, conversation groups, anything, and speak only English. Encourage others to help you with pronunciation, etc. Before you know it, you should be able to bring up that score and give to Oklahoma the wonderful nursing skills I know you have.

Don't give up--just get better at English!

It is a matter of practice, practice, practice.

Sounds like maybe you are in the Oklahoma City area, so there should be lots of resources there.

See if your public library has a literacy program--sometimes they have volunteers who come in just to have conversations to help spruce up accents, pronunciation, use of idioms, like that.

Try to speak only English, even if you are at home with your family. You can all speak English together--and correct each other's pronunciation.

It's clear that you are thinking in English and understanding English, even the complicated stuff that will be on nursing exams. Your issue is being understood by people with whom you need to communicate: patients, colleagues, physicians, etc.

Your issue is probably a heavy accent what many eastern europeans have, and sometimes with that accent there can be a big understanding problem.
Maybe you can focus on that a bit, if my suspicion is true. And I think the suggestion to speak english 24/7 is an excellent one. You'll might hear a difference in a few weeks time.

I am ukrainian and in TX. I am RN . So why would not you endorse that other licence?

Texas do accept CES full course by course from CGFNS and if you have taken their exam then they can re use the documentation already submitted for CES. The issue is looking at it regardless the certificate must be issued within 12 months and I am sure they will accept the same for endorsing as they do for application by exam

The Board accepts the CES from the Commission on Graduates of Foreign Nursing Schools (CGFNS), the Educational Records Evaluation Service, Inc. (ERES) or the International Education Research Foundation, Inc. (IERF). The CES must be dated within one year of issuances by the certification organization.

I have done CP program with CGFNS because at that time we lived in michigan and mi accepts both CES and CP certificate.We were moving to TX when I was approved to sit for CP exam. So then when i passed it, instead of applying for TX board and reevaluating my education again(more time and I don't want to deal with CGFNS again EVER!) i recevied MI RN license and endorsing it to TX , so I have temporary TX licence right now.
And yes CGFNS wanted my school to send the papers again to them since they didn;t have some hours separately which was OK for CP progam but not OK for CES. You know how long it will take to recieve anything from Ukraine again... SO I said what the ...... eat my money for CES and i am not doing this again. It took me 4 years to deal with CGFNS with their CP and I am fed up with them!But if you can wait then do the CES service.
Did you have to pass CP exam? or what kind of exam did you have? For what state?
