Hello everybody. I was born here in the Philippines to a Filipina mother. But since my dad is a naturalized American, the US embassy issued me a certificate that I'm also a natural-born US citizen. I did not renounce my citizenship as a Filipino since the US Embassy never instructed me to do so. I'm also educated here in the Philippines, and for a few months I'll be graduating in college (I'm 19 years old by the way). I'm taking up nursing and I'm planning to fly to Texas immediately after my graduation and settle down. I reviewed the requirements needed for NCLEX-RN application at bon.texas.gov and unfortunately I'm having a hard time looking for some information that fits MY CASE. I'm confused whether I still have to take the local board exams or not before I could apply for NCLEX-RN. If Texas still requires me to do so, that will be a cause of delay. I need a step-by-step process because my case is quite peculiar. And by any chance, do you know if Hawaii, Nevada, or Utah requires US citizens educated outside US territories to still take the nurse licensure examination in the Philippines? Please I need help.

your best bet is to contact Texas BON directly. If they are requiring a licence from the country where you earned your nursing degree, then you have to take the NLE, unless you completely withdraw your Filipino citizenship, which in turn make you ineligible to sit the NLE. If that's the case, then you can probably explain to Texas BON your situation.
