The Fl board has the same policy as CA does w/ regards to US SSN. You will only get licensed if you provide a US SSN and you'll only get one when you arrive in the US and apply for one.
However, you have to apply to Fl BON first for licensure before they can recognize you.
You need to contact them as well just like how you contacted the NM BON and ask the same questions you did and apply either for initial licensure or endorsement depending on their policy.
The usual is that the NCLEX passing letter CA gave you is enough. What the personnel told you when you contacted the NM BON is not the usual, so contact the FL BON and ask the same questions you did when you contacted NM BON to find out for sure but there are many that have done that already before and did not have problems like that from what you just learned from NM.
If retrogression gets lifted and you are able to arrive in the US before the expiration happens then just apply for a US SSN ASAP and send that to the boards ASAP as well to get your license.
With regards to applying to FL BON now or just wait when you arrive is a hard decision you have to make on your own. First of all, there is no guarantee on when will you arrive even if retrogression gets lifted. There are many here who are 2-3 years on their cases already and still waiting, so don't count or make any predictions on when you can possibly finish your case and arrive in the US as there is no guarantee on when will that happen.
All I know is that you need to contact the Fl BON first and clarify on w/c you can do then take it from their if you want to do it now (even if you still have 2 years on your CA letter w/ a possibilty of a 1 yr extenstion) or do it later on and always keeping in mind that maybe 2-3 years from now, what the FL BON told you today may not anymore hold true by that time. Also, contact your agency and ask them, you may not even have a choice on what to do.
