Moved to the International forum

This thread should answer your question, English is required for vsc and suggest practicing as much as you can and watch many English speaking films/programs as you can

Title of thread changed as not renewing NCLEX but licensure

The NCLEX exam results actually do not expire, it is the application that you made to CA that expires. I would focus on getting thru the speaking part of the IELTS and that can be done.

You need to focus on watching and listening to American movies without the subtitles, and you can also use www.ScottsEnglish.com out of Australia and that can be done on line.

As far as your letter expiring in a year, I would take the time to have a good read here and we have already posted what to do to get a license in another state. CA has not issued a license to you since you do not have a SSN#, have only given you proof of passing.
