Not all hospitals have unions but any hospital that is looking for federal funding will need to explain any added costs.
In the past the cost of recruiting was an expense that Medicare allowed to be written off, with all the changes I would be surprised if the costs can be shifted back to Medicare.
Secondly, we don't know what health care is going to look like. In my home state we have mandated health care for all. It has not opened any nursing positions, open nursing positions are rare.
Third, all the papers that cite a potential nursing shortage point to positions open in outpatient nursing not inpatient nursing. This is due to the fact most surgery is outpatient. There will be a need for RNs but the need will not be in hospital inpatient areas. Home Health Care, Out Patient Clinics, and Doctor Offices are not high paying positions, and probably will not recruit foreign nurses ( I am basing this on the fact none of the current areas do market for foreign nurses).
Fourth, there is a possibility that nursing as we know it now many change. I have read that they are looking at nursing models of care ( to me this means more lpns and aides).
Fifth, the current president does not believe importing foreign nurses is the answer. He will be in office until 2012.
For all these reasons I agree with NurseCubanitaRN2b assessment of the situation.
