The quickest way for foreign to get approved licenced in US

Ok, I have been reading through all the other posts. Is it true I can get licenced in another state say Vermont or NM and then apply to california? I am an Australian nurse, and I have heard california is pretty tough to get licenced with an takes up to a year. If I get licence in vermont, what is involved to get licenced in california

how do I find the rules for california licensure, the cbrn tell me it is not available to the public.

I am currently on the E3, I live an work in the US, just not as a nurse yet. I have been here, 1 year, I am finishing off my nursing study externally now. My partner is american so I am not too worried about the visa situation. My main concerns is the wait time.

I am really worried that I will graduate at the end of this year, get my registration for queensland brn, then have 2 wait another year until, the board of california nurses tell me I need to take another class and then struggle to find a university of california that will accept me for one subject.

Is there any guidelines available to tell me what they are looking for.
