question about CES report

after my ces was under review for more than a month, they finally issued me a report. everything was approved, but at the ces recipients overview under english proficiency it says "warning new jersey board of nursing requires language proficiency if you have not passed nclex!!" i am an american citizen, only went to the philippines for school. do i have to take the toefl before taking the nclex? i don't understand what they are trying to say. from here, since my ces is approved, what do i do next? should i apply on this website for the nclex, or should i be expecting something in the mail first?

Have you applied to the state BON? if so I would suggest you chat to them to see if English exam is required or not
