Some immigration groups that have stakes in HR 5882 has been advising their members to call their representatives to give support for today's mark-ups.

Not sure if it helps, esp. since they are not US Citizens and are either on H1B status or EAD but there is no harm in trying and no reason why the same cannot be done with H.R. 5924 (The Nurse Bill).

It would be better though that friends and relatives that are US Citizens do the calling instead and I know there are US Citizens that are supportive of this bill. While they are at it, they may give their support to the other immigration related bills scheduled for mark-up as well if they want. They are good bills as well.

What is a mark-up ??

Also, a successful marking-up would mean being able to transfer the bill from the sub-committee to the full committee where it has a chance to be voted on the house floor.

Closing the thread since it is not meant for discussion purposes.

Little update on what happened from the 2nd hand information I have gathered.

Final sub-committee voting was postponed for HR 5882 and HR 5924 tomorrow due to lacking reporting quorum.

The mark-up hearing went on very, very late through the night since one Representative tried to 'filibuster' HR 5882 by offering one amendment after another (at least 10 were offered), even though he knows it will not be accepted by his colleagues and always voted not to be included.

In a nutshell, no amendments were included in HR 5882 at the end even though one Representative tried to delay it by offering one amendment after another and there was a voting of 6 yes and 1 no to it. All amendments offered were turned down by his colleagues in the subcommittee.

As for HR 5924, I think no one even touched it and did not go through what was done in HR 5882 and just got votes of 5 yes and 2 nos.

It was postponed for tomorrow (8/1/08 at 9AM) because there were no quorum (most prob. some went home already because it was much too late because of the pseudo-filibuster done on HR 5882) but the overall impression was that both HR 5882 and HR 5924 were generally accepted by the majority of the members of the subcommittee and will try and finish it when there is quorum tomorrow morning.

08/01/2008: H.R. 5882 and H.R. 5924 Both Obtain Green Light From House Judiciary Immigration Subcommittee Today

  • Reportedly, the Subcommittee voted for both of these bills "yes" by 7:2 in H.R. 5924, Emergency Nursing Supply Relief Act of Rep. Waxler of Florida, and 8;1 in H.R. 5882, Visa Number Recapture bill of Rep. Zoe Lofgren of California. The full Judiciary Committee will act on these two bills considering the Subcommittee recommendations. Good news, indeed.

Out of Subcommittee

HR 5924 was reported favorably out of the Immigration Subcommittee. The vote was 7-2. This is a welcome development and keeps a candle of hope that HR 5924 can still be passed this year. The full Judiciary Subcommittee must now mark up the bill. The earliest that this can happen is after the August recess.
