I think the issue must be with your 2006 clearance because it is over a year old, if I understand well, they want clearance from every country you lived in ( if you were resident there past the age of 16yrs old). The other issue is it has to be within the year because if it is a year older when NVC get to start processing your case then they want that renewed. I know how you feel because my birth country is not the same as my current residency and it is a problem with red tapes and all in developing countries to get certain things done. but most probably there is no way out for you if they say that's their rules and you not excempt. You may have to go in person if possible.
I think the rationale is may may have gone back to that country and commited some crime since the last clearance was given. I guess.

Before you do anything else, best suggestion would be to contact the US Embassy that is there in Israel and see what they want you to do. They will have the most up to date information for you and are also very aware of what is going on with your former country.

It will make things much easier on you. Talk straight to the Embassy, that is the one that is going to need to see the police clearances, not NVC; if they are needed.

Always go direct to the source and in this case they will provide you with the information that you need.

Please keep us posted as to what they tell you to do.

Thank you for your support. I wrote to the Visa section of US consulate in Jerusalem. This was their response to my question:
Dear Sir:

If you and your wife did not return to your origin countries after the police certificates were issued, then you will not be required to submit new ones.

Respectfully,

Immigrant Visa Unit

Jerusalem


This opposes to the NVC's approach to this issue. The problem is that NVC won't forward my case to the consulate unless they receive and confirm all requested (by NVC) documents. How could I use the consulate's response in my communication with NVC?

That's what we talked about on the recent posts. Try forwarding that reply to NVC to make your case when you e-mail NVC.

On June 12 my case was completed, even before I transferd to NVC the consulate's response. Previously I sent an e-mail message with detailed explanation about the topic discussed in this tread. Also I attached a link from NVC website, like Lawrence recommended, when they indicate that PC must cover the entire period of residence, they doesn't mention expiration at all. Probably my letter had some effect. Thanks to all participated in this thread. Special thanks to Lawrence and Suzanne.

As mentioned, always best to go straight to the source that will be handling your file, they are usually quite aware of what their specific requirements are.
