The correct process for NY licensure:
CVS must be completed thru CGFNS. NY does not accept anything else and cannot use the CES; nor can the CVS be used for any other state.
Average wait time is eight months, it is definitely not fast.
There is no way to apply directly for the NCLEX exam, you must be given an approval by a state BON to be able to sit for the exam.
NY does not issue any type of licensure number untio the person has passed the exam, and met the requirements for licensure.
You should wait until you know that the CVS has been completed before you even consider registering for the exam, as there is a time limit of one year that your funds will be held on account, then they go to Pearson-Vue and they are not returned, nor will they be available to you.
Please be aware that we have not hears of any hospitals doing any petitioning in NY for quite sometime. Add in to that now the fact of the retrogression expected to last for you for sometime, and NY is not the best option for you.
